But a second Terrace tunnel is understood to be off the table, while trenching under the Inner-City Bypass on State Highway 1 would not receive any funding for at least 10 years. KEVIN STENT/STUFF A second Mt Victoria tunnel is expected to be included in the first 10-year "phase" of the Let's Get Wellington Moving proposal. The second phase would include a proposal to trench SH1 under Te Aro, between the Mt Victoria and Terrace tunnels.
