The SC found the judges guilty of impropriety for illegal campaigning into the PJA elections such as booking room accommodations for fellow judges, giving away cellular phones as raffle prizes and distributing prohibited campaign materials. “Mam Arlene” figured prominently during the PJA elections in 2013, in which she was used as part of a smear campaign against one of the candidates for president. The 2013 PJA elections saw a tight race between Baybay, Lee and Marikina RTC Judge Felix Reyes. The SC said that its decision hopes to impress upon the judges the strict standards of conduct of their office.
