When it came time for the vote on House Bill 413 on Feb. 8, Huot voted in favor, St. Clair was absent, Spanos didn't vote and Tilton voted against. The Laconia foursome could have made the difference, because the reconsideration effort ended up failing by a single vote, 170-171. The bill, if it were successful, would have saved the city $300,000 yearly and the school district would have saved $350,000. Spanos said the bill would have cost $40 million, and funds have not been identified to cover that. Myers said the retirement system is not the only instance where lawmakers have taken actions that have hurt the finances of municipalities.
