Mayor John Tory is stepping down from office, less than four months after winning re-election to a third term. Downward said “the mayor developed a relationship with an employee in his office” during the pandemic. Downard said the employee, who isn’t named in the letter, “decided to pursue employment outside city hall” during the relationship.
