An Invercargill councillor believes Sir Tim Shadbolt crossed the boundary by bringing her family into a public debate. A Code of Conduct investigation has been undertaken on the back of a remark made by Invercargill Mayor Sir Tim Shadbolt. At a June 5 meeting, Soper removed herself from voting on a controversial recycling contract because of a conflict of interest. John Hawkins Cr Lesley Soper initiated a Code of Coduct complaint following a remark at a meeting by Invercargill Mayor Sir Tim Shadbolt. WasteNet, the organisation which oversees Southland's waste, identified a new provider for the contract but the Invercargill council voted against the recommendation.
