Mukesh Bhatt, whose company Vishesh Films has made Begum Jaan, had complained last week that he felt "neglected" and "cheated" by the state's bureaucracy for not responding to their subsidy related queries, which his film, shot entirely in Jharkhand, is entitled to. In this particular case (Begum Jaan), there is no ambiguity. Screening date before the state technical committee is worked out only after the film receives censor board certification. Begum Jaan I think got certified about 10-12 days ago. They couldn't apply last year for this award as Jharkhand had not completed one year of its film policy, he said.
