Over the past few years, state governments have been spending less they had originally budgeted for. We analyse the budgets of 19 state governments over a period of five years (2011-12 to 2015-16) to compare how state governments fared in raising revenue and how this affected their spending. Among various components, state governments’ estimates fell short the most (20%) with respect to grants receivable from the centre. This is because state governments budgeted to receive more in grants than what the centre intended to provide. Data source: State budget documents, RBI State of State Finances.
