To argue that the lifting of the curfew in much of the Kashmir Valley signals a return of normalcy would be misleading. There was no trace of this rigidity when the PM met opposition leaders from J&K or later in his radio address. Such a conspicuous absence indeed signalled a salutary departure from the muscular rhetoric of the past. According to Omar Abdullah, Modi agreed with the delegation that development and good governance alone would not constitute such a solution. A consensus has thus emerged among all parties that a lasting one would have to reckon with basic political issues.
