The roaring 1920s are given a German twist in “Babylon Berlin,” a lavish television series that chronicles the social turmoil leading up to the Third Reich. It premiered last October in Germany and became one of the country’s most-watched shows, just behind the seventh season of “Game of Thrones.” On Tuesday it begins streaming in the U.S. via Netflix, with subtitles.
