Libyan military strongman Khalifa Haftar, who backs the politically-split country’s eastern administration, has threatened military action unless oil revenues are divided fairly by the end of August 2023. In an address to his officers on Monday, Haftar said a committee must be established “to put in place financial arrangements with a view to fair management of public funds” and oil revenues. Speaking in Rajma near Benghazi, Haftar announced “a deadline at the end of August for this committee to complete its mission”. Oil revenue is managed by Libya’s National Oil Corporation and central bank, both based in Tripoli. Groups close to the eastern camp disrupted operations at six oil fields and export terminals over demands for a more “equitable distribution” of hydrocarbon revenues.

Prime Minister Robert Abela and Home Affairs Minister Byron Camilleri will take the witness stand this afternoon in a human rights case filed by asylum seekers who had been detained at sea for nearly 40 days. The former detainees are claiming that their prolonged confinement at sea constituted a breach of their fundamental rights. Malta had claimed that sea rescue was not possible because of limited resources, and prohibited humanitarian rescue vessels from entering port. They are also seeking compensation for the violation of their fundamental human rights. The plaintiffs are being assisted by aditus Foundation director and human rights lawyer Neil Falzon, aditus Foundation assistant director Carla Camilleri, aditus lawyer Mireille Boffa, lawyer and JRS director Katrine Camilleri, and lawyer Cedric Mifsud.

Prime Minister Robert Abela has called for a stronger fight against human traffickers after attending an EU Council Summit dominated by migration. In a ministerial statement delivered in Parliament, the Prime Minister gave an overview of what was discussed during a recent EU Council summit. Abela said that efforts should be diverted towards fending off human traffickers and organised crime groups who exploit migrants looking to go to Europe. “We believe that the way to tackle this challenge effectively is by strengthening the fight against human traffickers,” he said. Abela also announced that he will visit Tunisia next week , noting that a memorandum of understanding was signed recently between the EU and Tunisia.

Libya has recovered the right to vote within the Food and Agriculture Organization (FAO) by participating in the selection of the new director general of the organization, after absence for years, announced the Libyan government on Sunday. The state-owned media platform Hakometna reported that Deputy Prime Minister and Minister of Agriculture and Livestock, Hussein al Qatrani, attended the 43rd session of the FAO General Conference in Rome where he made “extensive meetings with his counterparts, and discussed with them ways to support the Libyan position in order to restore the right to vote for the country.”

Chairman of Libya’s Presidential Council, Mohamed Al-Menfi, received an invitation from Russian President Vladimir Putin to attend the second Russia-Africa Summit is scheduled for 26–29 July 2023 in Saint Petersburg, the council’s spokeswoman Najwa Wheba told the press on Monday. Speaking to Russian news agency Sputnik, Wheba also welcomed return of Russian embassy to work inside Libya, which is scheduled to take place in August as per the announcement of the Libyan government on June 27. The goal of the event is to “promote efforts to strengthen comprehensive and equal cooperation between Russia and African nations across all areas of society including politics, security, economic relations, science and technology, and the cultural and humanitarian spheres,” according to declaration made on the summit’s website. The first Russia-Africa Summit was held on 23–24 October 2019 in Sochi, Russia, co-hosted by Russian President Vladimir Putin and Egyptian President Abdel Fattah el-Sisi. 43 heads of state or government were in attendance.

Hannibal Gaddafi, son of the late Libyan leader Muammar Gaddafi, has been moved from a Lebanese prison to hospital in “critical condition”, Dubai-based Al-Hadath TV reported on Sunday. Gaddafi went on hunger strike last month in protest at his incarceration without trial since 2015. Citing unidentified sources, Al-Hadath said he had suffered a sharp drop in his blood sugar level. Gaddafi has been charged in Lebanon with concealing information about the fate of Imam Musa al-Sadr, a Lebanese Shi’ite Muslim cleric who disappeared while on a trip to Libya in 1978. Muammar Gaddafi was captured and killed by rebels in 2011.

Seventy deputies of the Libyan House of Representatives announced that the statements of US special envoy and ambassador Richard Norland regarding oil are based on false data. In a statement, the deputies expressed their disapproval of Norland’s bias in his statements to one party over the other, and his interference in Libya’s internal affairs. The deputies also denounced the US envoy’s lack of respect for the Libyan judiciary, categorically rejecting what Norland said in his statements.
