Finance Minister AH Mahmood Ali made the proposal in his budget speech for the 2024-25 fiscal year in parliament on Thursday, reports bdnews24.com. The budget, however, proposed a “slight” reduction of concession for referral hospitals to import medical equipment, which they enjoyed for “quite a long period”. SANGSAD BHABAN, June 6, 2024 (BSS) - Bangladesh has witnessed a significant rise in crops production including rice, maize, potatoes, vegetables and fruits since 2009, thanks to the government's agri-oriented policies. In his budget speech for fiscal year 2024-25 (FY25) in Jatiya Sangsad today, finance minister AH Mahmood Ali said the total production of food grains was 328.96 lakh metric tons in FY 2008-09, which increased by approximately 42 percent to 467.03 lakh metric tons by FY2022-23. During this period, he said maize production rose by 780 percent, potato production by 98 percent, and vegetable production by 675 percent. As a result of the revolution in agricultural production, despite being the most densely populated country in the world, Bangladesh ranks 3rd globally in the production of rice, vegetables, and onions, 2nd in jute production, 4th in tea production, and 7th in the production of potatoes and mangoes, he added.

The minister targeted a modest increase in the growth rate to 6.75 per cent in the Tk 7.97 trillion budget presented for the 2024-25 fiscal year in parliament on Thursday. AHM Mustafa Kamal had set the growth target at 7.5 per cent for the 2023-24 fiscal year ahead of the election. GDP growth is maintaining its momentum because of the implementation of prudent and appropriate policy measures, the minister said in his budget speech. The average growth rate between FY 2009-10 to 2022-23 was 6.71 per cent, one of the highest among all countries in the world, he said. It may be noted that the country achieved a record GDP growth rate of 7.88 per cent in FY 2018-19 just a year before the COVID-19 pandemic.

Mango exports from Satkhira, Bangladesh, to Europe could be hindered this year due to reduced yields attributed to Cyclone Remal and subsequent drought conditions. The affected mangoes are also of smaller size, which has led to concerns about meeting the export targets for the season. The region had an export goal of 300 tons for the season, with efforts including training for 300 farmers in Satkhira Sadar, Kalaroa, and Debhata upazilas to produce mangoes suitable for export. Hazrat Ali, from Tasin Enterprise, highlighted the high demand for Himsagar mangoes from Satkhira in the European market, though procurement has been difficult this year due to poor production. A local farmer, Rafiqul Islam, reported significantly reduced yields, impacting his ability to export.

It is also the first for Mahmood Ali as finance minister. In last year’s budget, former finance minister Kamal decided to move ‘Towards a Smart Bangladesh'. Despite this, former finance minister Kamal kept to the traditional style of planning by increasing the size of the budget every year. The finance minister hopes to meet the deficit by borrowing Tk 1.27 trillion from abroad and nearly Tk 1.61 trillion from domestic sources. It is Ali's hope that with the implementation of the new budget, Bangladesh can achieve 6.75 percent GDP growth while keeping inflation tamped down to 6.5 percent.
