The Russia-Arab cooperation forum in Marrakech urged full respect of the sovereignty and territorial integrity of states and urged non-interference in domestic issues. This came in the final statement of the forum, attended by Russian Foreign Minister Sergei Lavrov and hosted by his Moroccan peer Nasser Boourita. Algeria has armed and backed financially and diplomatically the Polisario militias nurturing a plot to take over southern Moroccan territories. The final declaration also stressed the need to respect the territorial integrity of Libya, Syria, and Yemen. The Russia-Arab forum also called for guaranteeing the free flow and safety of maritime traffic in the Gulf and the Red Sea, disrupted recently by Houthi piracy.

Countries in Northern Africa, including Tunisia, Algeria, Morocco and Egypt have been increasing their focus on anti-counterfeiting and protection and enforcement of intellectual property rights. A seminar, following on from previous events hosted by AfrIPI, was held in September 2023 in partnership with other international organizations to focus on enforcement of intellectual property rights and fight against counterfeiting. In eastern Democratic Republic of Congo (DRC) the humanitarian crisis has reached dramatic heights in 2023, with massive levels of violence and displacement. In North Kivu, armed clashes linked to the resurgence of the M23 armed group have forced up to one million people to flee their homes. In North Kivu, violence between armed groups – the M23 prominent among them – has triggered constant and massive people movements across Rutshuru, Nyiragongo, and Masisi territories. At the same time the closure of health facilities in North Kivu due to the insecurity also forced people who needed ongoing healthcare south. “The humanitarian needs are everywhere and are massive, but as a medical organisation we can only respond to the most pressing and urgent ones,” says Alira Halidou.

Morocco has pleaded from Marrakech on Wednesday to make of the Russian-Arab Cooperation Forum a frame for effective and active strategic dialogue and for practical and fruitful partnership and for the creation of an “Economic and Cultural Forum” to go beyond the logic of classic diplomatic dialogue, towards innovative and concrete models of collaboration. It is also a question, he continued, of benefiting from the experiences and best practices of regional partnerships, notably the Russia-Islamic World International Forum and the Russia-Africa Cooperation Forum. This would mark the start of a new phase in this brotherly country, based on stability, legality and meeting the needs of the Libyan people. “We also hope that the situation will stabilize throughout the Arab world, with dialogue and peaceful initiatives prevailing,” he noted.
