President Barack Obama had to veto the bill, and the Congress is threatening to override the presidential veto by rejecting it through a two-thirds majority in each House. It does raise complicated questions of international law, and brings into question the basic concepts of the immunity of sovereign states. Of course, it would be difficult for other states, or even for the US, to impose penalties against one another. In the case of the 9/11 terrorist attacks, the US government had not identified the Saudi Arabian hand during its investigations. So the attempt by the US lawmakers to pass a law that would hold a sovereign state guilty appears to be nothing more than muscle-flexing.
