The occasion was a meeting held here [London] under the Royal Institution of Great Britain to mark the first anniversary of the death of Dr. Bhabha who was killed in an air accident on January 24, 1966. About 300 guests, mostly distinguished scientists and officials, were present. Dr. Bhabha was Chairman of India’s Atomic Energy Commission. Sir John left the impression that Dr. Bhabha was in favour of India producing nuclear weapons and implied that this was indeed one of the reasons why he wanted a plutonium separation plant. According to Mr. Menon, however, Dr. Bhabha was deeply committed to the proposition that nuclear energy should be developed solely for peaceful purposes.
