Mark Carney received worldwide praise for his speech at Davos, in which he threw down the gauntlet against Donald J. Trump’s destructive politics. For all his intelligence and credentials, Carney simply doesn’t know much about the country he governs. The press reaction in Quebec has been savage, and the province’s leading politicians have already denounced it in strident terms. And in the words of Bloc Québécois Leader Yves-François Blanchet, Carney’s speech “launched the referendum campaign” for Quebec’s separation from Canada.
