Customs officers believe they have busted a "job referral scam" targeting foreign domestic workers by cheating them out of HK$180,000 in "agency fees." Two women from an unlicensed employment agency have been arrested by officers of the Customs and Excise Department during a four-month operation codenamed "phantoms." The two - a 52-year-old local and a 42-year-old on a working visa - were suspected of offenses related to "false trade descriptions" in selling employment agency services. They were alleged to have scammed eight domestic workers of the money, pretending that they could help refer them to jobs in Hong Kong and Macau for their relatives and friends. They haven't been in the city for long and have no in-depth knowledge about the job market," he said.
