VIENNA—Rafael Grossi spent more than a decade sleuthing around Iran’s nuclear activities. Now he leads global efforts to contain that work and is facing down Tehran in an increasingly tense test of the United Nations’ atomic agency’s authority. Since becoming chief of the International Atomic Energy Agency on Dec. 3 with strong U.S. backing, Mr. Grossi has steered the agency into a deepening confrontation with Iran over enforcement of nuclear-weapons control rules.
