Congress failed to pass legislation to curb rising health insurance premiums or protect young immigrants known as Dreamers from deportation, two issues that have stirred voters this year. A do-over tax cuts bill is not expected to pass this Congress. Americans for Prosperity, one of the groups in the Koch network, launched an ad campaign urging Congress to fortify the law by making tax cuts permanent.
