Why Trump's plan won't end the government shutdown


(CNN) It should be good news that both President Donald Trump's Republicans and Speaker Nancy Pelosi's Democrats plan to vote to reopen the government this week. As Republicans see it, Trump's speech from the White House is a statesmanlike effort to meet Democrats halfway in a bid to end the partial government shutdown. Democrats see the Trump plan as delivering his biggest priority -- the wall -- but offering little in return. Like Trump's plan, it is unlikely to end the shutdown but will help rebut claims they are weak on the border. As each chamber takes up dueling measures to end the shutdown and the President continues posturing, it will look yet again like Washington is playing its political games and ignoring shutdown victims.
