Lord Cormack wants to stop public votes changing "constitutional or parliamentary arrangements" unless they pass by a 60% majority. If the Private Member's Bill had existed on 23 June 2016 it would have blocked Brexit, which passed by 52% to 48%. Unfortunately for Lord Cormack, his Referendums Criteria Bill is pretty much guaranteed never to become law - unless it gains the support of Boris Johnson's government. The peer told the Mirror he had "always accepted the result of the referendum" but it did not " sit easily with a representative Parliamentary democracy," and he had been against Brexit. Lord Cormack's Bill would force at least 55% of people on the electoral register to vote - and at least 60% of those who vote to vote yes - in order for referendums to pass.
