Mr. Gianforte, a Republican, has been seen as the favorite to fill the vacant House seat, though his Democratic opponent, Rob Quist, has been an unexpectedly tenacious challenger. A Bid for GovernorMr. Gianforte ran for governor of Montana in 2016, unsuccessfully challenging the incumbent, Steve Bullock, a Democrat. Mr. Bullock defeated Mr. Gianforte by about 4 percentage points, even as Donald J. Trump carried the state over Hillary Clinton by 20 percentage points. This month, The Missoulian also reported that Mr. Gianforte illegally killed an elk in 2000.
