Who’s to blame for our shoddy building culture?


Four years ago next month a fire turned a London tower block into a vertical pyre which killed 72 people. When I started to write about it the next morning the most important question seemed obvious even then. How was it possible that a 24-storey building whose fire safety strategy relied upon containing any blazes to the flats where they originated had been covered in a flammable casing which, when ignited, had acted as a fatal bridge between those flats? And I don’t mean why was it possible in this case, I mean how was it possible at all? Over three days this week The Times’s business section has sought to answer that question and others about the state of the British construction industry.
