It will be less easy for both parties to determine the right or wrong sides when it comes to the thornier topic of hate speech. But what is less clear is how to define "hate speech" to begin with. The survey found that one in 10 New Zealand adults had been personally targeted with online hate speech in the previous year, while three in 10 had seen it happen to others. Those results would suggest a much broader definition of hate speech than we would hope to see in law. Any revision of New Zealand's laws in the areas of hate speech will have to be negotiated very carefully.
