MANILA, Philippines–The Department of Justice (DOJ) on Friday (June 14) indicted WellMed Dialysis Center co-owner Dr. Bryan Sy in connection with “ghost” dialysis sessions paid by the Philippine Health Insurance Co. (PhilHealth). “The investigating prosecutors found probable cause to indict Bryan Christopher Sy and two other officers for the complex crime of estafa thru falsification of official documents,” Justice Undersecretary Markk Perete said. ADVERTISEMENTThe two others indicted were whistleblowers Edwin Roberto and Leizel de Leon. “The investigating prosecutor found that the WellMed officers conspired in using falsified documents to collect payments from PhilHealth for alleged medical services to patients who were already dead,” said Perete. Other officials of WellMed named in the complaint by the National Bureau of Investigation (NBI) face a separate preliminary investigation.
