PETALING JAYA: Ramkarpal Singh ignores the "double jeopardy" rule when suggestions on how to deal with sexual predators come from the Opposition, says Datuk Heng Seai Kie (pic). Heng said that by supporting an SOR, Ramkarpal had contradicted himself as placing Selva Kumar in the registry would "legally be unconstitutional" as he had not committed any offence in Malaysia. Heng also said that Ramkarpal had missed Wanita MCA's point which proposed a law to prosecute sex predators and paedophiles who had committed offences overseas. Selva Kumar, 56, returned to Malaysia on Tuesday after serving his 24-year sentence for drugging and sexually assaulting dozens of women in Toronto, Canada. It was reported that Selva Kumar will be residing in the Klang Valley and will allow the police to monitor him.
