The oldest delegate is Labor Hero and former Vice President Nguyen Thi Binh, who is 98 years old. The congress aims to summarize achievements in emulation movements and commendation efforts during the 2021–2025 period. Other activities include recognition ceremonies for Labor Heroes, Heroes of the People’s Armed Forces, and National Emulation Warriors, as well as a special exchange program spotlighting role models across the country. He called for the event to inspire nationwide emulation movements and serve as a catalyst as Vietnam strides into a new era of development.
