President Rodrigo Duterte on Saturday appointed Undersecretary Emmanuel Leyco as officer-in-charge of the Department of Social Welfare and Development following the powerful Commission on Appointment’s rejection of Judy Taguiwalo’s confirmation as the agency’s chief. “The Palace wishes to announce the designation of Mr. Emmanuel A. Leyco as the officer-in-charge of the Department of Social Welfare and Development, effective immediately,” Presidential Spokesperson Ernesto Abella said. A professor of public finance and economics, Leyco is currently a professor (on leave) at the Asian Institute of Management’s W. SyCip Graduate School of Business. He teaches analytical finance topics that include asset backed securities analysis, credit rating, and project financing. The company is one of only two accredited credit rating agencies in the Philippines by the Securities and Exchange Commission.
