The announcement of this preliminary agreement came during a visit by Prime Minister Robert Abela to the Libyan capital of Tripoli, where he met Prime Minister Abdul Hamid Dbeibah for bilateral talks. The Office of the Prime Minister said in a statement that Abela and Dbeibah discussed energy, security and economic cooperation between Malta and Libya.
