HCS bloc calls for suspension of Arkenu oil licence, alleges corruption

The National Accord bloc within the High Council of State (HCS) has called for the suspension of a licence granted to the oil company Arkenu, alleging the decision involves corruption. The bloc also linked Libya’s economic difficulties to political divisions and institutional corruption. It said some of its members had previously filed an administrative appeal before the Zawiya Court of Appeal against the prime minister’s decision to grant the licence. According to the statement, the case has been postponed since July 2025, which the bloc said reflected pressure on the judiciary to prevent a ruling that would protect the national interest. It also called on oversight and state institutions to intervene to halt a “clear plunder” that has led to declining oil revenues, citing reports by UN experts and other international assessments.
