North Korea's official news agency announced that the ICBM is capable of carrying a "large, heavy nuclear warhead" that can survive re-entry into the Earth's atmosphere. "The United States strongly condemns North Korea's launch of an intercontinental ballistic missile. Testing an ICBM represents a new escalation of the threat to the United States, our allies and partners, the region, and the world," Tillerson said. The United States requested an emergency meeting of the UN Security Council, which is expected to take place on Wednesday. Russia and China issued a joint appeal to ease soaring tensions between the United States and North Korea.
