The voting process is taking place under the mediation of the U.N. secretary-general’s acting special representative for Libya, Stephanie Williams. Monitoring the cease-fireIn an internal document seen by Deutsche Presse-Agentur (dpa), the U.N. Security Council called on U.N. Secretary-General Antonio Guterres to establish and swiftly deploy an advance team to Libya. According to the U.N., there are currently 20,000 foreign forces and/or mercenaries left in Libya. In June, the United States Africa Command (AFRICOM) revealed that 2,000 Russian mercenaries from the Wagner Group had been operating alongside Haftar forces. The UAE was also frequently reported to have a role in sending Sudanese mercenaries to war-torn Libya.
