The U.N.'s most powerful body warned that "the current political and security situation in Libya is not sustainable." Ambassador Vassily Nebenzia said it's important that the council is united on Libya which is reflected in the presidential statement. A presidential statement is a step below a Security Council resolution and must be approved by all 15 council members. The Security Council presidential statement welcomed the Libyan parties' recognition "of the importance of developing a constitutional basis for elections."
