Britain’s departure from the European Union and the legacy of the Trump administration means that the special relationship between the U.S. and U.K. isn’t what it once was. Mr. Biden will seek to reverse some of Mr. Trump’s legacy but won’t be able to erase all of it. Mr. Trump pulled the U.S. out of the Paris climate-change accord, and Mr. Biden said he would opt back in. Mr. Biden has tapped former Secretary of State John Kerry as a special climate envoy, and the U.K. hosts the next United Nations-affiliated climate summit in November in Glasgow. While some lawmakers in Mr. Johnson’s party are sorry to see Mr. Trump depart, others question whether there was any tangible benefit to the U.K. from his embrace of Brexit and his apparent cozy relationship with Mr. Johnson.
