UNITED NATIONS—The U.S. clashed with Russia and China at the U.N. Security Council on Thursday, reflecting a larger global split over how the international community should respond to Venezuela’s political and economic crisis. Russia and China vetoed a U.S. resolution calling for free and fair presidential elections, along with access to humanitarian aid. The resolution made no mention of embattled President Nicolás Maduro or of Juan Guaidó, the opposition leader and head of the National Assembly.
