A federal appeals court dealt a blow to President Trump Wednesday, ruling that New York prosecutors could enforce a subpoena seeking years of financial documents, including his tax returns. The president is expected to appeal Wednesday’s ruling from the Second Circuit Court of Appeals to the U.S. Supreme Court. The district attorney’s office agreed not to immediately enforce the subpoena until the high court rules on a Trump application for an immediate stay on enforcement. Mr. Vance launched an investigation in 2018 into whether Mr. Trump, the Trump Organization and its officers had violated New York law, following news reports that detailed alleged financial improprieties. With less than 30 days to the presidential election, Mr. Vance is unlikely to access the financial records before Nov. 3.
