Tropical Storm Harvey battered southeastern Texas this weekend, forcing key oil and gas facilities on the U.S. Gulf Coast to shutter. The bureau also estimated that about 26% of natural gas production in the Gulf has been shut in. The area is home to nearly one-third of the nation's capacity to turn oil into gas, diesel and other products.
