It's just the matter of how you interpret the message that visitors to a "blocked URL" see in India. John Doe orders, as we have seen again and again, don't just block a specific URL or a torrent site. Here we are talking about prosecuting someone for accessing a "blocked" URL. A message that a web users sees while accessing a website is a serious matter. They fail the web users by failing to provide a clear and proper directive on a matter as serious as blocking of websites in the country.
