The Toronto police officer who was captured on video pepper-spraying a man handcuffed in the back seat of a police car has been charged with professional misconduct stemming from the 2016 incident an Ontario judge called “obvious police brutality.” Const. Brewer’s case — consisting of four misconduct charges, including using unnecessary force against a prisoner — was briefly heard at the Toronto police tribunal Tuesday.
