Harper, of Elizabeth Dowdeswell as Ontario’s 29th Lieutenant Governor, wasn’t an inspired one. Eight years later she continues in the role and has earned the respect of partisans of all stripes at Queen’s Park and, more importantly, of all Ontarians. She has also, I should add, been a constant supporter of my work in the field of political history, and one to whom I owe a great deal. Arthur Milnes is an accomplished public historian and award-winning journalist. A resident of Kingston, Ontario, Milnes serves as the in-house historian at the 175 year-old Frontenac Club Hotel.
