The House of Representatives (HoR) has set preconditions to return to the table of UN-sponsored Libyan political dialogue. In session in the eastern city of Tobruk on Monday, 60 HoR members voted in favour of resuming the political talks with rival institutions to settle the Libyan crisis, but only if preconditions were met. HoR Speaker Aqailah Saleh said these preconditions are national constants that must be included within the political agreement. The members demanded that the current Presidency Council be dissolved and form a new one with a president and two deputies. According to article 8, the Presidency Council shall assume the functions of the Supreme Commander of the Libyan army.
