There are many reforms which can take place and they do not have to wait for the Budget. We need to carry out reforms on a perpetual basis and Budget is more about accounting -- receipts and expenditures -- and fiscal deficit. The government’s hands are tied because the fiscal deficit may already be in excess of what they wanted it to be. But can we think of innovative ways of reducing fiscal deficit? There is betting tax on racing.
