Cook has been at the centre of bitterly contested issues since taking the licensing job in 2012. Cook also oversees the drafting of the bylaws and reports to city council on how best to enforce them. “The relationships she builds are really helping the Toronto police and the City of Toronto,” says Beaven-Desjardins. It’s a complex and sometimes thankless task, but as verbal abuse on that emotional April day at city council reminded her, “it’s never boring.”
