"ET has earlier reported that the Swachh Bharat Mission is struggling with PMO recently intervening to give fresh impetus and setting yearly targets for the programme.While only 18 of country's 677 districts have so far gone ODF, the government in Stockholm has said it will achieve ODF in 60-80 districts in 2016-17, in 200 districts by 2017-18, 400 districts by 2018-19 and attain full ODF by October 2, 2019 - the target date fixed by PM Narendra Modi The government said Swachh Bharat Mission-2014 is "different" from the 2012 Nirmal Bharat Abhiyan or the 1999's Total Sanitation Campaign as for the first time, the PM has "invested political capital" in a sanitation programme and put it at the forefront of the policy agenda with a "bold sunset clause" of October 2, 2019.The emphasis is on usage, not construction, it further said. The government further depicted that Bihar and Odisha are struggling in the Swachh Bharat programme while states like Gujarat and Kerala were performing well.
