The United Nations envoy to Libya said today that alternative mechanisms may have to be used unless the rival parties can find a solution to the country’s political crisis. In a report to the Security Council, Abdullah Batili, Special Representative of the UN Secretary-General for Libya, detailed the political deadlock over control of an interim government and the constitutional way to hold elections, attributing the dispute to the heads of Libya’s two legislative bodies – the House of Representatives and the High Council of State. “The ongoing dispute between two people, the Speaker of the House of Representatives and the President of the High Council of State, over a very limited number of provisions in the constitutional rule is no longer a sufficient justification for keeping the entire country hostage,” Batelli said. “If the two chambers are unable to reach an agreement quickly, alternative mechanisms can and should be used to alleviate the suffering caused by outdated and time-limited makeshift political arrangements,” he added.
