More than 400 Palestinian villages are razed by Israeli forces and around 760,000 Palestinian refugees flee to the West Bank, Gaza and neighbouring Arab countries. The annexation of East Jerusalem in 1980 is denounced several times by the United Nations and is never recognised by the international community. Arafat in 1994 returns to the Palestinian territories after 27 years and forms the Palestinian Authority. In March 2002, Security Council Resolution 1397 mentions a Palestinian state for the first time. In September 2015, the Palestinian flag is raised for the first time at UN headquarters in New York.
