New federal laws eliminated previous requirements that cities replace any public housing units they destroyed with an equal number elsewhere. “The deal is, what do you mean by ‘affordable’?” said Deirdre Oakley, a Georgia State professor who examined the effects of Atlanta’s continued displacement of public housing residents after the Olympics. “If you’re talking about the original public housing residents ... it’s not affordable at that income level.” A similar process played out in London, the host of the 2012 Olympics.
