Paralympics officials said they hadn’t received travel grants that were due in July, and Rio 2016 officials suddenly began acknowledging a cash shortfall that might force them to pare down the Paralympics. On Friday, a judge granted prosecutors an injunction against any transfers from the government to Rio 2016. Prosecutors say that would be of little use unless Rio 2016 shows why it needed public money in the first place.
