Much like the Grammys, the Billboard Music Awards are a place for celebrities to wear pretty much whatever they want on the red carpet. At the 2017 BBMAs on Sunday night, Halsey took that message to heart ― showing up in a bra, a skirt fashioned out of what looked like a trench coat, and heels that laced up all the way to her thighs.
