Even though European governments have publicly said they are committed to protecting the legal rights of their nationals fighting with the Islamic State, none has issued a statement expressing concern about their fate. Karnataka Muhammad Shafi Armar, a key figure in recruiting Indian jihadists for the Islamic State, is also missing.
