"In the past few weeks, there has been a swift and substantial spike in coronavirus cases," Abbott said. About a third of the 254 counties in Texas have reported fewer than 20 coronavirus cases - making them exempt from the order. "We must do more to slow the spread without locking Texas back down," Abbott said.
